Lubao Barangays
LUBARRIOS is a system designed to maintain comprehensive records of the citizens in each barangay of Lubao.
This system is an extensive collection of information profiling various individuals in every barangay of Lubao. It includes detailed profiles of barangay officials, residents, and members of the 4Ps (Pantawid Pamilyang Pilipino Program) and TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) programs. By consolidating this data, the system aims to provide a comprehensive overview of the community's demographics and support networks, facilitating better governance, resource allocation, and community services.
This study introduces LUBARRIOS, a data management system designed for the barangays of Lubao Pampanga.
The aim of this study is to digitalize the records and manage the profiles of the residents, as well as the beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) and the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. This study promotes enhancing efficiency, accuracy, and security of records within Lubao Pampanga.
Lubao has a total land area of 15,731.11 hectares. It is a first class municipality composed of forty four (44) barangays.
BABA and LUBAO are popular names used by the early Kapangpangan (or Kapampangan) settlers to describe the physical nature of the place. Geographically, the names point toward the extreme low topology of the town. Hence, throughout the history of Lubao, the popular word “low” became synonymous or associated to the meaning of the town. Historically, the etymologies of the names, BABA and LUBAO, are significant in the cosmological evolution and epochal development of the town as the Cradle of the Kapampangan Kingdom that later influenced the configuration of the Kapampangan Empire.

Pantawid Pamilyang Pilipino Program Act
The Pantawid Pamilyang Pilipino Program (4Ps), Implemented by the Department of Social Welfare and Development (DSWD), is the national poverty reduction strategy of the government as stated under the Republic Act No. 11310 or “An Act institutionalizing Pantawid Pamilyang Pilipino Program (4Ps)” which was signed on April 17, 2019.
Patterned after the conditional cash transfer scheme implemented in other developing countries, 4Ps provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program.
TUPAD is a community-based program that provides temporary employment to workers affected by the Enhanced Community Quarantine (ECQ) and other crises. Its goal is to support underemployed, self-employed, and displaced marginalized workers.
All disadvantaged workers aged 18 years old and above are qualified beneficiaries of TUPAD program except for government employees regardless of status of employment (permanent, contractual, project-based) including those who are regularly receiving honorarium or allowances for work performed.
